About Us
Special Education Advocacy and Resources (SPEAR) is a nonprofit organization dedicated to helping families navigate the complex world of special education. We understand that every child learns differently and that parents often need guidance to ensure their children receive the appropriate support and services.
Our mission is simple: to empower families and students with special needs by providing comprehensive advocacy, personalized support, and innovative home-based and school-based education program design. We believe that collaboration, knowledge, and individualized attention are key to unlocking a child’s full potential.

Our Services
SPEAR provides a full range of advocacy and educational support services for students from elementary school through high school, up to age 22.
Parent Education & Advocacy
We provide clear, compassionate guidance to help parents understand and navigate the special education process—ensuring you’re informed, confident, and empowered to advocate for your child’s needs.
Personalized Educational Planning
Our team offers tailored recommendations for evaluations, programs, accommodations, and individualized home-based education plans—so your child can thrive both academically and developmentally.
Document Review & Recommendations
We carefully analyze your child’s educational documents and provide expert feedback and actionable recommendations that align with their strengths and needs.
Meeting Support & Participation
We attend parent-teacher conferences, 504, IEP, and ARD meetings—either virtually or in person—to advocate alongside you and ensure your child’s voice is heard.
Recommendations for Support Services
We help identify appropriate evaluations, accommodations, programming, and goal-setting strategies that foster meaningful progress.
Classroom Observations
Upon request, we conduct classroom observations to better understand your child’s learning environment and needs.
Formal Complaint Support
If necessary, we assist in preparing and submitting formal complaints to the Texas Education Agency (TEA), the Office for Civil Rights (OCR), or in navigating local grievance processes with your school district.
Collaboration with Providers
We coordinate with external professionals—such as psychologists, counselors, ABA therapists, occupational and speech-language pathologists—to ensure a cohesive support plan for your child.
